Senior HR Associate – Learning Solutions

About the role

The International Organization for Migration (IOM) is seeking a Senior HR Associate to support Learning Solutions within its Staff Development and Learning team. Based in Manila, you will help design, develop, and maintain learning content that meets the professional development needs of IOM staff worldwide.

Key responsibilities

• Develop and maintain e‑learning modules and other learning assets for the SDL team and partner departments.
• Coordinate learning projects, monitor progress, and produce regular reports.
• Collaborate with subject‑matter experts to ensure content aligns with instructional design best practices.
• Manage and update Learning Management System (LMS) platforms such as Moodle, Cornerstone OnDemand, or Oracle Learn Cloud.
• Ensure all learning materials comply with international accessibility standards.

Required profile

• Bachelor’s degree in Education, Learning & Development, ICT or related field with at least four years of relevant experience, OR a high school diploma with six years of experience.
• Demonstrated experience supporting learning and development activities.
• Knowledge of learning theories and instructional development models.
• Strong project coordination, monitoring, and reporting skills.

Required skills

• Proficiency with LMS platforms (Moodle, Cornerstone OnDemand, Oracle Learn Cloud).
• Expertise in Articulate suite for content authoring.
• Video creation tools such as Vyond and Powtoon.
• Visual design tools: Photoshop, Illustrator, InDesign.
• Video editing tools: Adobe Premiere Pro, After Effects.
