National Project Officer (Climate Action)

About the role

The International Organization for Migration (IOM) is seeking a National Project Officer to lead the climate‑action component of its Philippines programme. Reporting to the Head of Programmes, the officer will coordinate project activities, ensure compliance with donor requirements, and support the integration of climate change considerations into migration management.

Key responsibilities

• Assist in coordinating and monitoring operational, administrative and financial aspects of the climate‑action project.
• Develop, adjust and implement work plans, budgets, M&E tools and standard operating procedures.
• Lead data collection, research initiatives and analysis on climate change and human mobility.
• Prepare and disseminate timely project reports in line with IOM and donor guidelines.
• Liaise with donors, UN agencies, government bodies, civil society and private‑sector partners to foster strategic partnerships.
• Provide technical support to government agencies to strengthen policies linking climate change and migration.
• Contribute to the design of new projects based on government priorities and donor interests.
• Support capacity‑building activities for partners and stakeholders.

Required profile

• Relevant university degree (e.g., environmental studies, international development, public policy).
• Experience in project management, preferably in climate change, migration or related fields.
• Familiarity with donor reporting requirements and IOM operational procedures.
• Strong analytical and research skills, with ability to produce high‑quality reports.
• Excellent communication and coordination abilities with multi‑stakeholder environments.
