National Accounting Compliance Officer

About the role

Reporting to the Head of Manila Institutional Financial Services (MIFS) and working closely with the Comptroller/Director of DFAM, the National Accounting Compliance Officer will lead the Accounting Compliance Unit (ACU). The role provides global financial oversight, monitoring and quality‑assurance support to IOM Country Offices across Africa, the Middle East, Asia‑Pacific, Europe and the Global Shared Services Centre.

Key responsibilities

• Coordinate and supervise the performance of MIFS‑ACU, ensuring integrated delivery of accounting review and support services to all Country Offices.
• Prepare periodic management reports, flag deviations or unusual trends, and advise senior management on corrective actions.
• Oversee quality reviews of accounts, manage annual risk‑assessment exercises, and respond to internal, external and donor audit requirements.
• Provide technical guidance on IOM financial rules, IPSAS, WAVE QRGs and Oracle‑based transaction processing.
• Monitor month‑end closures, resolve material accounting issues, and recommend procedural improvements to strengthen internal controls.
• Plan staffing, lead recruitment, mentor team members, and conduct capacity‑building activities on accounting, audit and PRISM Financials.

Required profile

• Bachelor’s degree in Accountancy, Business Administration, Finance or related field with 7 years experience, or Master’s degree with 5 years experience; CPA certification required.
• Proven experience in accounting, finance or audit, preferably within an international organization and with IPSAS.
• Demonstrated team‑leadership experience and familiarity with Oracle cloud financial systems.
