Migration Health Risk Communication & Community Engagement Consultant

About the role

The International Organization for Migration (IOM) seeks a consultant to strengthen migration health risk communication and community engagement (RCCE) systems in the Bangsamoro Autonomous Region. The consultant will develop, test, and institutionalize culturally appropriate RCCE messages, tools, and procedures for returning Filipinos, migrants, mobile populations, and host communities.

Key responsibilities

• Develop and finalize a comprehensive Migration Health RCCE package, including refined messages, SOPs, operational tools, and training materials.
• Conduct pilot testing, gather stakeholder feedback, and produce validation reports.
• Document findings, recommendations, and an institutionalization and sustainability plan.
• Coordinate with the Head of Sub‑Office, National Migration Health Programme Coordinator, and technical leads.
• Support capacity‑building activities for health workers at points of entry and local health authorities.

Required profile

• Master’s or higher degree in Public Health, Sociology, Communications, Emergency/Disaster Management, Health Systems, or related field.
• Minimum ten years of professional experience in public health, global health security, and migration health.
• Proven experience in communication management during emergencies and on sensitive issues.
• Experience developing key messages for vulnerable populations such as migrants.
• Ability to use RCCE platforms and tools to communicate and engage target groups.
