Manager, LGU Affairs and Site Enablement

About the role

The Manager, LGU Affairs & Site Enablement leads EDOTCO Philippines’ nationwide government‑relations engine, turning local government relationships into secured permits, unblocked sites, and protected rollout commitments. Reporting to senior leadership, the role builds and scales a regional LGU Lead structure across Luzon, Visayas, and Mindanao.

Key responsibilities

• Execute the national LGU engagement strategy through regional leads, prioritising jurisdictions based on rollout pipeline, revenue potential, and risk.
• Lead high‑impact engagements with Governors, Mayors, and other senior officials, escalating to the Director or CMD when needed.
• Institutionalise structured engagement mechanisms such as MOUs, courtesy calls, technical briefings, and joint programmes with clear cadence and documented outcomes.
• Own permit velocity for new builds, upgrades, and renewals, ensuring status visibility, ageing analysis, and timely interventions.
• Standardise permitting practices across regions with checklists, quality controls, and disciplined follow‑up.
• Manage the blocked‑site pipeline, assigning owners, intervention plans, and resolution dates for every government‑related blocker.
• Collaborate with the Manager, Regulatory & Policy on rule interpretation, streamlining mechanisms, and policy‑level escalations.

Required profile

• Proven experience leading government‑relations or regulatory affairs functions in the telecom or infrastructure sector.
• Demonstrated ability to build and manage regional teams and to create repeatable, measurable engagement processes.
• Strong stakeholder management skills with senior public officials and internal cross‑functional partners.
• Track record of delivering permits and resolving site‑level blockers within defined SLAs.
