Group Head (Senior Vice-President)

About the role

The Group Head (Senior Vice-President) leads the overall performance of the Group, ensuring coordinated effort across PHILGUARANTEE units, government agencies, and private partners. This senior executive role is responsible for strategic planning, budgeting, and delivering high‑quality services to clients.

Key responsibilities

• Direct, plan, organize and control execution of all Group tasks in coordination with other PHILGUARANTEE units and external stakeholders.
• Prepare strategic plans, set objectives, targets and budgetary requirements for Group initiatives.
• Establish and maintain effective office administration and general management systems.
• Develop linkages with government, private sector and other partners.
• Monitor timely delivery of services and ensure compliance with quality standards.
• Review and sign documents, vouchers, reports and other official papers.
• Oversee accounts origination, marketing, processing and packaging, securing necessary approvals.
• Implement feedback mechanisms and address customer feedback.
• Lead performance‑management system implementation and identify staff development needs.
• Perform other related functions as assigned.

Required profile

• Bachelor’s degree in a relevant field; Master’s degree or CSC Certificate in Leadership and Management preferred.
• At least 10 years of relevant experience in financial services, investment, credit, or banking marketing, with a minimum of 5 years in supervisory or management roles.
• Completion of 120 hours of supervisory/management training.
• Eligibility: Career Service (Professional) or Second Level Eligibility.

• Leadership competencies: collaborative relationships, performance coaching, change leadership, strategic thinking, high‑performance organization building.
