Finance & Compliance Controller – Project Finance

About the role

The Finance and Compliance Controller will be based in Cagayan de Oro, Philippines, supporting a donor‑funded project that strengthens the socio‑climatic resilience of women agri‑entrepreneurs. Reporting to the Project Director, the role ensures accurate financial management, compliance with donor requirements, and robust internal controls.

Key responsibilities

• Prepare and maintain financial records in line with DID policies, donor agreements and local regulations.
• Produce monthly, quarterly and annual financial statements and management reports.
• Monitor project expenditures, ensuring proper documentation, coding and approval of transactions.
• Consolidate and analyse financial data, identify significant variances and provide recommendations to management.
• Support the development, monitoring and revision of project budgets, forecasts and cash‑flow projections.
• Ensure compliance with donor contracts, internal policies and applicable financial regulations.
• Establish, implement and monitor internal control mechanisms to safeguard project assets.
• Supervise the Finance and Administration Assistant and the Project Driver, overseeing administration, logistics and asset management.

Required profile

• Relevant experience in financial management and compliance for donor‑funded projects.
• Strong knowledge of budgeting, forecasting and financial reporting.
• Ability to interpret and apply donor agreements and regulatory requirements.
• Experience supervising junior staff and coordinating administrative functions.
