Construction Manager (Horizontal)

About the role

The Horizontal Construction/Land Development Manager leads the delivery of infrastructure projects such as roads, grading, utilities and subdivisions. You will take projects from pre‑construction through to completion, ensuring they meet engineered designs, regulatory standards and budgetary constraints.

Key responsibilities

• Direct daily construction activities, including earthworks, road grading, drainage, piping and paving.
• Coordinate with municipalities and regulatory agencies to secure permits and ensure compliance with environmental and zoning regulations.
• Develop and track project timelines and financial estimates; review submittals, RFIs and contractor pay estimates.
• Manage and coordinate subcontractors, surveyors and general contractors to maintain workflow and resolve field issues.
• Perform field inspections and as‑built surveys to verify construction matches engineered plans; enforce strict on‑site health and safety (HSE) standards.

Required profile

• Bachelor’s degree in Civil Engineering, Construction Management or a related field.
• 5–10 years of progressive experience in horizontal infrastructure, earthmoving or subdivision development.
• Project Management Professional (PMP) or safety management certifications (e.g., OSHA) highly desired.
