Buyer – Procurement Specialist

About the role

The ICRC Manila delegation is seeking a Buyer to manage end‑to‑end procurement of goods and services that support its humanitarian operations. You will ensure purchases are timely, compliant with ICRC procedures, and deliver the best value for the delegation.

Key responsibilities

• Process internal purchase requests efficiently and in line with ICRC policies.
• Research availability of goods and services and prepare market analyses.
• Draft Requests for Tenders/Quotations, selection tables and contracts, and obtain required approvals.
• Monitor purchase orders, deliveries, and verify that received items meet specifications, quality and quantity.
• Validate supplier invoices and ensure timely payment.
• Maintain accurate reporting and compliance documentation.

Required profile

• University degree in Logistics, Supply Chain Management, Customs Administration or equivalent.
• Minimum two years of experience in purchasing and/or logistics.
• Prior humanitarian or construction‑related experience is an advantage.
• Strong command of written and spoken English.
• Driving licence is a plus.

Required skills

• Proficiency in Microsoft Excel.
• Proficiency in Microsoft Word.
• Familiarity with ERP software applications (advantage).
