AMR Surveillance Assessment Consultant – Philippines

About the role

PATH is seeking an Antimicrobial Resistance (AMR) Surveillance Assessment Consultant to support its STRIDES project in selected provinces of the Philippines. The consultant will conduct rapid assessments of AMR surveillance practices, identify gaps, and provide actionable recommendations to strengthen data management and reporting.

Key responsibilities

• Perform a desk review of national and sub‑national AMR policies, protocols, and existing datasets.
• Conduct structured key informant interviews with provincial health offices, hospital laboratories, and surveillance units.
• Evaluate data completeness, timeliness, platform consistency, and interoperability across WHONET, LIS, and PIDSR systems.
• Develop a gap analysis with root‑cause assessment benchmarked against RITM‑ARSP protocols and CLSI standards.
• Present preliminary findings to stakeholders, incorporate feedback, and deliver a final assessment report with a prioritized recommendation matrix.
• Provide weekly progress updates to the STRIDES Regional Surveillance Lead.

Required profile

• Proven experience in public health surveillance, preferably in antimicrobial resistance.
• Familiarity with Philippine health authorities (DOH, RITM, ARSP) and their reporting frameworks.
• Strong analytical and report‑writing skills.
• Ability to travel to field sites across Luzon, Visayas, and Mindanao.
