O&M Rule Expert 1 – NSCR O&M Program Manager

About the role

The O&M Rule Expert 1 (NSCR O&M Program Manager) will lead the Operations & Maintenance (O&M) program for the North–South Commuter Railway (NSCR). This role is responsible for planning, coordinating, monitoring and delivering all O&M‑related deliverables to ensure the project moves smoothly from construction to commercial operation.

Key responsibilities

• Develop and maintain the NSCR component of the Integrated O&M Program, including deliverables, milestones, dependencies and interfaces.
• Plan, coordinate and monitor O&M activities, assessing their impact on project implementation and commercial timelines.
• Lead operational readiness activities with the NSCR O&M Concessionaire, covering onboarding, knowledge transfer and progressive participation.
• Incorporate O&M requirements from the Concession Agreement into the Integrated O&M Program and ensure compliance.
• Coordinate cross‑project activities and dependencies with the MMSP O&M Coordination Manager.
• Provide technical guidance to O&M coordinators and other internal functions.

Required profile

• Proven experience in O&M program management for large‑scale infrastructure projects.
• Strong understanding of concession agreements and operational readiness processes.
• Excellent coordination skills across multiple stakeholders and disciplines.
• Ability to manage complex schedules, milestones and inter‑project interfaces.

Required skills

• In‑depth knowledge of O&M processes and best practices.
• Experience with integrated program planning and monitoring tools.
• Capability to provide technical guidance and support to multidisciplinary teams.
