Migrants & Mobile Populations Consultant – Referral Pathways

About the role

The International Organization for Migration (IOM) seeks a consultant to strengthen migration‑health referral systems in the Bangsamoro Autonomous Region. Working under the Head of Sub‑Office in Cotabato City and the National Migration Health Programme Coordinator, the consultant will produce analytical papers, finalize toolkits and SOPs, and develop a sustainability plan for referral pathways.

Key responsibilities

• Produce analytical papers and finalize the Referral Pathway Toolkit and SOP Manual.
• Facilitate the development of a Referral Pathway Institutionalization and Sustainability Plan.
• Refine and institutionalize referral pathways, creating standardized tools and SOPs.
• Build capacity of health staff and stakeholders through training, mentoring, and stakeholder consultations.
• Establish sustainable coordination and governance mechanisms to improve access to health, protection and essential services for returnees, migrants and mobile populations.

Required profile

• Master’s degree or higher in Public Health, Global Health, Health Systems Management or related field with at least ten years of relevant professional experience.
• Advanced knowledge and proven experience in public health, global health security and migration health, including referral systems and health‑system strengthening.
• Demonstrated ability to develop technical guidance documents, toolkits, SOPs and analytical reports, and to facilitate stakeholder consultations and capacity‑building activities.
