Bid Specialist

About the role

Rua Seguridad Corp. is seeking a Bid Specialist to lead the monitoring, evaluation, and execution of government procurement opportunities, primarily with the Department of Public Works and Highways (DPWH). The role involves close interaction with DPWH offices, competitors, and internal teams to secure contracts for road marking and safety solutions.

Key responsibilities

• Monitor PhilGEPS, DPWH portal, and regional bulletins daily for new Invitations to Bid.
• Track the DPWH Annual Procurement Plan and PPMP to anticipate upcoming projects.
• Develop and maintain relationships with DPWH district and regional offices for early visibility.
• Evaluate each opportunity against company capacity, PCAB category, NFCC, and SLCC eligibility and prepare go/no‑go recommendations.
• Maintain a live bid pipeline tracker and produce regular status reports.
• Represent the company at pre‑bid conferences, bid openings, post‑qualification hearings, and BAC proceedings.
• Respond to BAC clarifications, coordinate post‑award actions, and keep official attendance and minutes records.
• Monitor expiry dates of PhilGEPS registration, PCAB license, tax clearances, and other mandatory documents; maintain a compliance calendar with alerts.

Required profile

• Bachelor’s degree in Civil Engineering, Architecture, Business Administration, or a related field.
• 3–5 years of experience in DPWH government bidding, business development, or procurement monitoring.
• Proven track record of systematic monitoring of PhilGEPS and DPWH portals.
• Direct experience attending bid openings and post‑qualification proceedings.
• Existing contacts within DPWH district or regional offices are a strong advantage.
