Programme Officer – Zamboanga del Norte

About the role

World Vision is seeking a Programme Officer I‑N to lead the Zamboanga del Norte Area Development Program. The role will design, implement and monitor community‑based initiatives that build environmental resilience, sustainable livelihoods and inclusive development for vulnerable children and families.

Key responsibilities

• Develop and submit contextualized annual implementation plans aligned with the Area Program.
• Coordinate and monitor technical program delivery against targets, timelines, quality and budget.
• Ensure integrated implementation across assigned areas and achieve at least 90% of programming targets.
• Identify and engage implementing partners, facilitating community shared plans and partnership agreements.
• Build and maintain linkages with government units, BCPCs, CBOs, faith‑based organisations and the private sector.
• Facilitate community planning, advocacy for child‑wellbeing policies and strengthen functional CBOs.
• Represent World Vision and coordinate with partners at barangay and municipal levels.
• Oversee sponsorship essentials for an assigned caseload of approximately 1,000–1,500 children.
• Integrate sponsorship into development programming, ensuring growth prioritises the most vulnerable children.
• Participate in emergency response teams when required, based on expertise and training.

Required profile

• Experience in designing and managing community‑based development programmes.
• Proven ability to coordinate with local stakeholders, government agencies and partner organisations.
• Familiarity with child‑wellbeing and sponsorship programmes is preferred.
• Ability to monitor budgets, targets and quality indicators.
• Willingness to contribute to emergency response efforts as needed.
