National Project Officer – Climate Action

About the role

The International Organization for Migration is seeking a National Project Officer to lead the Philippines component of a climate‑action initiative. Reporting to the Head of Programmes, the officer will ensure the project aligns with government priorities and donor requirements.

Key responsibilities

• Manage operational, administrative and financial aspects of the project in line with IOM policies and donor rules.
• Develop and adjust work plans, budgets, monitoring & evaluation tools and standard operating procedures.
• Lead data‑driven research on climate change and human mobility, and support the design of new projects.
• Coordinate timely preparation and dissemination of project reports.
• Liaise with donors, UN agencies, government bodies, civil society and private‑sector partners.
• Provide technical support to Philippine government agencies to strengthen climate‑related policies and programmes.
• Organise capacity‑building activities for IOM staff, partners and communities.

Required profile

• Experience managing climate‑change or human‑mobility projects, preferably in a donor‑funded environment.
• Familiarity with IOM procedures and international development standards.
• Strong coordination and partnership‑building abilities with multilateral, governmental and civil‑society stakeholders.
• Ability to produce high‑quality reports and presentations for diverse audiences.
