Consultant – Migrant Health Policy Review

About the role

The International Organization for Migration (IOM) seeks a qualified consultant to support the Department of Health (DOH) in reviewing and revising the National Policy on the Health of Migrants and Overseas Filipinos (Administrative Order No. 2016‑0007). The consultant will work closely with IOM and DOH‑BIHC to ensure the policy aligns with current migration patterns, public health challenges, and international commitments.

Key responsibilities

• Conduct a comprehensive desk review of Administrative Order No. 2016‑0007 and related migration health frameworks.
• Map and engage stakeholders, facilitate consultations, and produce a detailed stakeholder consultation report.
• Draft revised policy recommendations, prepare an inception report, and present findings to DOH‑BIHC and IOM.

Required profile

• Advanced degree in public health, health policy, social sciences, international relations or a related field.
• Minimum five years of professional experience in health policy analysis, migration health, or related areas.
• Proven experience in policy review, drafting national health policies, and leading stakeholder consultation processes.
• Strong understanding of the Philippine health system and migration governance frameworks.
