External Evaluator Consultant

About the role

The International Organization for Migration (IOM) is seeking an External Evaluator Consultant to independently assess the FAIR‑VALUE project in the Bangsamoro Autonomous Region. The consultancy will provide an objective evaluation of project outcomes, focusing on agricultural and fisheries value‑chain improvements and the impact on household incomes.

Key responsibilities

• Design and implement an external evaluation framework aligned with IOM, FAO and ITC standards.
• Collect and analyse quantitative and qualitative data from project beneficiaries and partners.
• Assess the relevance, effectiveness, efficiency, impact and sustainability of project interventions.
• Prepare a comprehensive evaluation report with actionable recommendations.
• Present findings to IOM Philippines Country Office and donor representatives.

Required profile

• Proven experience in external evaluations of development programmes, preferably in agriculture or fisheries.
• Familiarity with the socio‑economic context of the BARMM region.
• Strong analytical and report‑writing skills.
• Ability to work independently and meet tight deadlines.
