External Evaluator Consultant for FAIR‑VALUE Project

About the role

The International Organization for Migration (IOM) is seeking an External Evaluator Consultant to independently assess the FAIR‑VALUE project, which aims to strengthen agricultural and fisheries value chains in the Bangsamoro Autonomous Region. The consultant will work on‑site in Cotabato City, providing objective analysis of project outcomes, quality of interventions, and alignment with EU funding requirements.

Key responsibilities

• Conduct a comprehensive external evaluation of the FAIR‑VALUE project, covering all production clusters (coffee, rubber, seaweeds).
• Assess the effectiveness of capacity‑building activities for farmers and government stakeholders.
• Analyze the mapping and value‑chain studies to determine impact on market‑oriented production.
• Evaluate pilot social enterprises and public‑private partnership initiatives for processing and logistics.
• Prepare detailed evaluation reports with actionable recommendations for IOM, FAO, ITC, and EU partners.
• Engage with local communities, project staff, and stakeholders to gather qualitative and quantitative data.
• Ensure compliance with donor reporting standards and timelines.

Required profile

• Proven experience in external evaluation of development projects, preferably in agriculture, fisheries, or value‑chain contexts.
• Familiarity with working in conflict‑affected or conflict‑prone areas.
• Strong analytical and report‑writing abilities.
• Ability to work independently and travel within the project region.
• Knowledge of EU donor reporting requirements is an advantage.
