Climate Mobility Research Consultant (Roster)

About the role

The Climate Mobility Research Consultant will join IOM’s Philippines Country Office to support a portfolio of climate‑mobility initiatives. Working on the ground in Manila, the consultant will provide research, analysis and policy advice to help the Government anticipate and respond to climate‑induced human mobility.

Key responsibilities

• Conduct research and produce evidence‑based analyses on migration, displacement, planned relocation and voluntary immobility linked to climate change.
• Support the development and implementation of the Philippines National Adaptation Plan and related climate‑mobility strategies.
• Prepare technical reports, policy briefs and knowledge‑sharing products for national and local stakeholders.
• Facilitate stakeholder consultations, workshops and capacity‑building activities with government agencies, NGOs and community groups.
• Provide technical inputs to project design, monitoring and evaluation of climate‑mobility programmes.

Required profile

• Advanced university degree (Master’s or higher) in climate change, migration studies, environmental science, development studies or a related field.
• Proven experience in research, policy analysis or project management on climate‑mobility or related topics.
• Familiarity with the Philippines context and with international migration and climate‑adaptation frameworks.
• Excellent analytical, writing and presentation skills in English.
• Ability to work independently and collaboratively in a multicultural environment.

Required skills

• Strong quantitative and qualitative research capabilities.
• Proficiency in data collection, analysis and visualization.
• Experience with policy brief development and stakeholder engagement.
