Capacity Building Consultant

About the role

The International Organization for Migration (IOM) seeks a Capacity Building Consultant to support a community‑based bamboo propagation and green livelihood project in Rodriguez (Montalban), Rizal, Philippines. The consultant will provide technical assistance to strengthen the implementing organization’s institutional, operational, and business management capacities, ensuring the project’s sustainability and impact on climate resilience and livelihood security.

Key responsibilities

• Develop and implement a tailored capacity‑building plan for the community‑based organization.
• Deliver training and mentorship on project management, financial management, and monitoring & evaluation.
• Assist in establishing systems and processes for effective project implementation and reporting.
• Facilitate linkages with IOM, government agencies, and other stakeholders.
• Provide ongoing technical advice, troubleshoot operational challenges, and ensure compliance with IOM guidelines.
• Prepare periodic progress reports and recommendations for continuous improvement.

Required profile

• Proven experience in capacity building and technical assistance for NGOs or community‑based organizations.
• Background in climate‑related livelihood projects, environmental conservation, or migration resilience.
• Strong understanding of project management, financial oversight, and monitoring frameworks.
• Excellent communication skills in English; knowledge of Filipino or local dialects is an asset.
• Ability to work independently on-site in Manila and travel to project sites as needed.
